How old should a soursop tree be before harvesting the leaves?
You can do this as young as 2 years. If you are pruning or shaping the tree anyways, then what you cut off can be used. It is best not to take more than 1/3 of the tree or its leaves at one time, though.

They get infested with ants and some type of fungus. I tried removing with a toothbrush and they became hard and never ripened.
Please include a photo. This will help me to see exactly what is going on. This sounds like the ants have brought about a fungal infection, but it could be just ant damage. I will need a photo to better assess the situation.

I have already put a bag around it, but it seems they find their way into it or they are in the flower even before it starts to open up.I have tried to spray with a mixture of neem oil, water and klinoil soap. I don't know if I have to repeat it more than once. Does somebody know this insect and why he does this ? Does any one have another effective remedy for this problem ?

It could be there were no polinators around, in this case, nitidulid beetles. Also, environmental problems such as too much wind, low humidity, cool weather can affect fruit set.
