How do I get rid of the bug(s) or beetle(s) that eat up the start of my Soursop fruit ?

I have already put a bag around it, but it seems they find their way into it or they are in the flower even before it starts to open up.I have tried to spray with a mixture of neem oil, water and klinoil soap.
I don’t know if I have to repeat it more than once.

Does somebody know this insect and why he does this ?
Does any one have another effective remedy for this problem ?
