I moved into a new apartment with Cycads in the front garden. Their leaves are brown and dry. I realise they need fertilizer , but can I cut the dry leaves off to encourage new leave growth? They might not have been watered often , as the property was vacant for 6 mnths. I would love to help restore and heal them.
restoring the health of these is a careful process. Cutting the leaves will not force new growth. In fact, they are likely to sprout new growth if you leave those on.
If you can include photos, I can assist you in restoring these to health, but if you are uncertain of your expertise... These can be a bit sensitive to "extra" care, and too much care can kill them.

I have pruned my sago plant and now it has not sprouted for over a year. There are some orange buds. Is there any hope? It’s in full sun.
This is a very common reason for the death of a sago. There is some hope, but not from the existing tree. Once all or almost all fronds are damaged, the tree will start its slow decay to death. Those cones that you see are likely pollen sacs. This is the plants last ditch effort to keep its genetics around. If there is a female cycad nearby, then you may get seeds, but on its own your palm will not reproduce.
There is hope however... Sometimes, they will sprout a replacement palm next to the original. This will take over for the dead tree. However, if it has been a year with no sign of the next palm to come up, then your plant may be giving up.

I have sago palms in containers winterizing in the garage. Thankfully they have grown quite large over the 4 years I've had them, but the stems are taking up a lot of space in the garage. May I tie the fronds up for the winter?
You can, but just be on the lookout for mold or pest issues. This can be a problem here as these aren't normally bound in that fashion. As long as you let it loose occasionally, then I see no problem Here.
My outdoor sago palms have a white powder all over them and the fronds are turning yellow. What is it and what should I do?
This could be an infestation of Scale pests.

Do I need to trim this plant at any time? I ask this because I have lots of new growth, but each stem is very long and hasn't produced or grown the long prickly leaves yet? How long will they grow, because they are twice as long as the bottom row of stems?
I do not recommend pruning these, actually. This can cause more damage than it is worth. I advise, first, finding out what is the underlying cause for the problem. If you are not seeing any signs of deficiency then you can continue to let them grow, and they can outgrow this funny looking stage. The most common deficiency of these would be a manganese deficiency, so if you suspect that this is the problem, then this article will give you more information on correcting this: https://www.gardeningknowhow.com/ornamental/trees/sago-palm/prune-sago-palm.htm
