I check the tree almost daily. Many times I have to remove and squish tiny green caterpillars and scrape egg nests from the underside of leaves. Have tried neem oil, diatomaceous earth and caterpillar spray. Any one of these seem to work for a short period (1-2 wks) but the problem returns.
Have you tried Bt? It is specifically for caterpillars and is an organic way to eliminate caterpillars. You may have the same problem though, it will need to be reapplied to the foliage after rains.

How do we get rid of saplings growing in force after a tree felled in bad storm? I have googled the saplings, says they are tree of heaven. We have tried to dig up but roots are linked in underground network. I’m unsure of the tree type that fell. This has been cut and taken away but the root is still there.

All the leaves fall off in the fall and the canes or trunk dies, then the trees start with new sprouts again in the spring. So they really don't get a chance to grow big. This is the third year I've had them.
This happens where they are not fully hardy. In these areas, they are treated as fast growing annuals. If you can offer more winter protection to the roots, this may not happen every year. Mulching, or burlapping the tree over the coolest parts of the winter can help.

Unfortunately, if it is not already mature enough to germinate, it may not mature much more off of the tree. You can lay it in a place to dry in a paper sack, and that may help them to mature a little.

Every tree and plant has the capacity to become invasive if given the correct conditions.
It is up to each individual to do research in the area in which one lives in order to ensure that a tree that is blacklisted is not planted. Otherwise, it would be very unfair to include information for some gardeners around the world, but not others.
Please ensure that you do proper research before planting anything to avoid hefty legal fines, or worse.

Your article praises the Empress tree and even has the audacity to say it isnt invasive. I, and now my neighbors, are currently dealing with the invasion of DOZENS of saplings springing from every inch of the long root system of a cut down Empress tree. It I cut the saplings, twice as many spring up within 72 hours. Dig them up, it will buy maybe a week. The saplings can grow to 3 feet between lawn mowing! Now my poor neighbors have saplings pushing through the deck around their pool. DONT ENCOURAGE PEOPLE TO PLANT THIS "PERSISTENT INVASIVE EXOTIC" That's how it is classified officially despite your quoted fossil evidence
In order to be fair and provide information to everyone, we must provide information on ALL plants and trees. All species have the capacity to become invasive, given the proper environment. It is the direct responsibility of each gardener to research and sure that anything planted is not invasive or blacklisted in an area. Each of us must do our part to ensure that we are gardening, responsibly, as to not destroy the ecosystem.
I am trying to do landscaping of trees on my property and I have chosen one of them to be the Nordmax 21 Royal Empress. However, I see various images of them online all over and many sites that show it with Whitish/pink blooms and others with a deep or light purple bloom. The purple would work best in the landscape design. I am not sure how to 'ensure' I get that variety/cultivar and am looking desperately for some guidance on what to ask for when I go to order. I would, actually, do what you have just done, here! In fact, I have done this before, myself. I think that what you have asked, here, would either get a yes or no response on if they have what you are looking for, or not. If not, then you can move on to another provider. I doubt anyone would think anything of it to request something specific.
I would start, locally, and move outward if you don't find what you are looking for.
