Tree Saplings Spread Since Tree Felled.

Question

How do we get rid of saplings growing in force after a tree felled in bad storm? I have googled the saplings, says they are tree of heaven. We have tried to dig up but roots are linked in underground network. I’m unsure of the tree type that fell. This has been cut and taken away but the root is still there.
