I grew a couple of royal empress trees from seed last year and planted them in the ground around October. So far this year the 2 I planted have already began to grow new leaves. One has leaves that look normal, the other’s “branches” are curling and even turning a little brown. Neither one has started to gain any height. Any suggestions on how I can help these trees grow the best way possible? I live outside Austin, TX. Thanks!
This seems to be a pH issue. Dolomitic lime will help out, significantly, here. I also notice the irrigation system next to it. I would only recommend watering when the soil is almost completely dry. This will keep any infection from starting. I would apply wettable sulfur with the lime as a preventative measure for fungal infection.

I started trees from seed in march of 2018 I planted them in seed pods in a covered container. Whenever I remove the cover they start to wilt..Put the cover back on and they are ok. Is something wrong?
It sounds like the seeds are sensitive to the light. You don't need to cover the seeds and seedlings; in fact they need light to germinate.
You will need to slowly harden off the seedling. Slowly add light until you can keep the seedlings in bright sunlight as they develop. Repot them into individual pots as soon as they are large enough to handle. Fertilize repotted seedlings with liquid fertilizer diluted to half the recommended strength.
I planted two royal empress trees in January (zone 8 } One is 9 foot tall and the other is only about 3 & 1/2 ft tall. Should I cut it down & start over or leave it alone? When can I expect the larger tree to bloom?

This can be common in areas that are at the edge of its native climate. This is no worry, and is the natural cycle in your area.

Can you include photos? This could be an insect, but depending on how the damage appears it can also be a shothole fungus.

This is one of the most awful trees around. It is weak wooded and highly invasive as well as messy. If you have one, you'll have hundreds in no time and so will your neighbors!

I recently received a rooted Empress Tree starter. I planted it in a pot upon receipt, as we are still experiencing freezing temps outside. For a couple days the small plant looked great; however, the top has now wilted and fallen over. What could be the cause of this?
Check watering and make sure the soil is well draining.
There may have been some root death and part of the tree is not receiving water.
