I’ve had a rose that died with some form of virus. It now look as those it’s spread to others. It looks like mosaic virus but the growths are not the usual red. Is this something different?
Unfortunately, your photos did not come through. I am unable to diagnose the situation.

as we haven't had any rain for a while. Don't know what's happening we put them in planters. We planted them into new planters this year even the flowers that are coming on them didn't look very healthy.
I don't see your hardiness zone indicated but the rose likely would do better with wood mulch than pebbles. The rocks may be heating up during the day and reflecting too much heat. The author of the articles below is in northern Colorado and he says gravel mulch does not hurt his roses, but they are not in containers. Also, roses in containers need more water than roses in the ground, so it could just be they need more water.

the root ball before planting it directly in my ground ? I bought some Peace Rose bushes from Star Nursery and I made my hole like I was suppose to but I wasn't sure if I did it wrong because I did not take the dirt off of the rose root ball just set it directly inside the hole was I suppose to break the soil around the root ball first then put it in the hole ? If I did it wrong is it too late to save the rose bush it's only been in the ground for 2-3 days now ?
I would say that what you did is fine! Better to not disturb at all than to disturb too much! So I think what you have done will be OK. What you will need, now, is some reading on caring for your new addition!

I had a floral arrangement given as a present 3 years ago and there was a lovely small rose growing so when the arrangement was finished I kept the rose and planted in a much larger pot sprayed it fed it watered etc as one does with roses but this rose although it looks healthy the rose buds of which it has plenty all balled and this has happened for 3 years running apart from when I first got the present havent had a proper flower on it shall I just admit I am wasting my time.

What size pot do I need for Chapeau de Napoleon? I have one in a 4lt pot and want to keep it potted.
I would only go up just a couple of inches larger on each side upon repotting. This will be to avoid infection.

Pruning a climbing rose is not recommended for the first few years, and growth depends on the care that it will receive unfortunately.
Our Master Rosarian has a good article on the subject of pruning that you will find useful:
