Rose Balling

Question

I had a floral arrangement given as a present 3 years ago and there was a lovely small rose growing so when the arrangement was finished I kept the rose and planted in a much larger pot sprayed it fed it watered etc as one does with roses but this rose although it looks healthy the rose buds of which it has plenty all balled and this has happened for 3 years running apart from when I first got the present havent had a proper flower on it shall I just admit I am wasting my time.
