You can plant the roses yourself without much trouble if you follow these instructions here on GardeningKnowHow: https://www.gardeningknowhow.com/ornamental/flowers/roses/planting-rose-bushes.htm
Many of your neighbors might be pretty knowledgeable about roses. Have a chat with them also. If you simply must consult a rosarian, you can contact your local cooperative extension in your area and they should be able to help you.

It's going to depend a lot on what kind of rose you're growing, but many rose plants will grow fine in an area that isn't too shaded if there's enough light hitting the leaves. The downside of planting a rose in an area that gets an inadequate amount direct sun is that you'll fewer (or no) flowers and the plants may get rather leggy.

I took your photo and blew it up for a closer look. I believe those are actual Rose Seeds! Instead of the rose forming a hip, it made seeds and pushed them up instead of forming the typical rose hip. Here is a link to an article I wrote about trying to grow roses from seeds, it would be fun to try it and see if you get something. What type of rose bush is it? Is it still small? Don't let the top of the soil get too dry but don't over water either (it can get root rot.) Make sure it has plenty of drainage. Also, depending on your area helps determine that.

Are you keeping it in the pot or will you be transplanting? Most of them get very bigger so I was just seeing if you had them in one of those giant containers (unless it's still small).

Mulch can touch the roots. This will be fine. Mulching is a good way to conserve moisture, help keep weeds down, and improve the look of the area. You can do this once per year, or once every two years.

It is hard to tell what you have! It might be a rose leaf beetle. Before employing an insecticide, make sure you have the correct ID and there are enough of the invaders to warrant its use. There are many beneficial insects that visit our plants too.
