It is June 13th and my rhubarb plant is flowering. I thought this happened in the fall, so I'm not sure what I should do now.

I know that the time to plant crowns is in the early spring (or in Sept, Oct after it stops growing.) But, if I buy Pot-grown rhubarb plants, can they be planted now (July in Ireland) I built a raised bed and would love to get the job finished. Thanks, Kevin.
Yes. Now would be fine in your area, since it remains mild, and the plants are already established.
If you were here in the US, I would have said wait, since it can be quite hot here, but you are in the perfect location to plant at just about any time.

I am trying to grow ruhbarb in pots. I am not sure if it's related to the size of the pot but I am having two troubles. First as you'll see in the first image, the stem of the older leaves keeps breaking. The leaf is still alive but it happened already with another leaf. I am thinking that it might be the pot. Normally it would have the ground to rest on maybe. The second one, as you can see the leave seems to have a disease. It is my first try with Rhubarb, but I put it in a very sunny area--sun at least 7h, and is very hot this summer in Europe. Please help, JG
It probably has everything to do with the heat, and possible overwatering to try and compensate.

My rhubarb stalks were always big but the last 2 years now they are about the size of my little finger. How do I bring them back to larger stalks.
This may be sign your Rhubarb needs to be divided; this is best done in spring.

Fertilizing Rhubarb The year after planting, it's a good idea to fertilize your rhubarb plants in early spring, before the plant begins to sprout significantly. Use an all purpose fertilizer - a 10-10-10 formula works well. Compost or well rotted manure also works well as a fertilizer.
Even an organic fertilizer can burn plants; try watering the soil well.
Repeat every few days; the plant should show signs of recovery.
