Have 2 plumeria plants would like to plant them next to my garage. Should this be a problem for the structure?
They don't normally cause any structural issues. That will be fine to plant near structures. Many plants pair well with Plumeria, as long as they have similar requirements.
Here are some articles that will give you information on some of the most common companions:

Hi, I noticed these bugs sitting on my plumerias. There seem to be two types. One type are these big brown colored bugs. I think they are the rolling bugs? The other are a white/grayish bug. My plumerias are also having white spots on the leaves. I attached pics for your reference. Can you please help me identify these issues and suggest a treatment?
Those do not seem to be major pests of plumeria, and they may have been just stopping by, not eating or anything. They aren't rollie pollie bugs. Pests of plumaria are common pests such as aphids, mealybugs, spider mites, longhorn borer, slugs and snails (see Plumaria Society below).
The white spots could be powedery mildew starting. Your plant needs more air circulation and plenty of sunshine.
You can spray the leaves with Neem oil. That will take care of sucking or chewing insects and fungal diseases like powdery mildew.

If I can grow Palmeria plants, would they be better in soil or pots?
Is it plumerias you want to grow? They like warm weather in full sun. You have mild summers so you can try it. They are native to tropical areas so are cold sensitive. You may be able to plant them inground with plenty of mulch, if your winters don't get much below 50.

I've had my plumeria for about a month and have been watering it according to the instructions on the tag. These spots started showing up a couple days ago. It doesn't look like Rust which I have seen mentioned elsewhere. What is it and how can I treat it? Thank you!
This appears to be Black Spot fungus. This happens when the soil remains too moist for too long, which leaves the shrub open to infection.
Generally, the watering instructions on the tag are a guideline but will depend on the conditions and climate of the time.
It will be best to water once the the soil dries out, thoroughly, to at least two or three inches between watering.
This length of time will vary, depending on climatic conditions at the time. Measuring with a moisture meter or by hand may be necessary.

I have beautiful plants with dark green leaves, but there are no blooms on them.

What do I do now?
You can cut the top off to encourage side branches but you need to wait till winter or early spring. To prune now could interrupt the blooming cycle.

The leaves turning yellow with dark spots, some curling and falling off. I think the reason for this is excessive rains and humidty in Florida. This is the first time this scale has shown up. Thanks for your time.
