Tried multiple fruit tree fertilizers besides regular watering, but leaves are not growing at all. Used to be fine earlier, but for the last 2 years, no leaves have been growing. See posted photo. Any inputs would be helpful.
It could, very well, be due to the climate of your area. These trees are only hardy up to zone 8. San Diego spans zones 8-10, so there is a huge risk that your trees will not do well. If you live in the zone 8 area, you will have quite a bit of issue, since it does not get as cold as the trees will need in the winter time.
If you live anywhere but the zone 8 area, you will find it incredibly difficult to grow plums. It does not get anywhere near cold enough to support their growth. Unfortunately, the answer to this problem may be a different type of tree.
This article will offer information on the proper care of plums, which will help you to know the best way to try and keep it healthy:

My daughter has a smallish venerable plum tree in a city garden, which can produce wonderful fruit. For the last two years it has suffered with what she thinks is plum moth. Can you suggest any kind of remedy, please? She has tried a pheromone trap, with limited success!
Spraying with dormant oil may solve the problem. Here's an article that will help:

We bought a plum tree about 3 years ago and had it professionally planted. Over the summer it has lost all its leaves and the nursery are telling us that it may be suffering from 'shothole' disease. They are recommending that we wait until the Spring and if no leaves appear to remove the tree and replant another one of a different variety. The tree has been well watered in the drier months. Any advice would be very much appreciated.
Unfortunately, it won't be possible to make a diagnosis from that picture. Detailed photos of the leaves will be requires, as well as any other photos of any damage that may be significant.
This could be shothole disease. If so, it was likely brought about by just a little too much water. The disease thrives in soils that do not have a chance to dry out between waterings.
From here, it will be necessary to treat during dormancy with a dormant oil. This article will offer more information:

I have 2 plum trees that are at least 6 years old that blossoms and loaded with fruit so the tree is all white in the spring and lots of fruit forms until they are about the size of a small marble then they all fall off within days. Any help would greatly appreciated.
There could be several reasons for premature fruit drop. If your temperatures are too cold when the flowers appear, the fruit may fail to develop. Perhaps your trees are not being cross-pollinated by other types of plum trees.
