Q.Problem with a plum tree

My daughter has a smallish venerable plum tree in a city garden, which can produce wonderful fruit. For the last two years it has suffered with what she thinks is plum moth. Can you suggest any kind of remedy, please? She has tried a pheromone trap, with limited success!
