I see some white powdery stuff on pepper leaves. I have tried to remove those leafes, but in a few days, some other leaves are affected. It is only on the pepper plants in my garden.
It appears to be an early infestation of mealybugs, a sucking insect pest.

My capsicums are growing really well but then when i looked closely they have been eaten by slugs or something and they are mostly all ruined now. Little holes all over them. How can i stop them being eaten like this? Ive been using a spray of vegetable oil & water to get rid of the whitefly but now left with these.
I recommend neem oil as long as you do not spray the plants while in direct sunlight. There are many safe ways to rid your peppers of bugs, though. This collection of articles will help: https://www.gardeningknowhow.com/special/organic/
Why do my pepperplants flower, yet I see no beginning peppers?
You may need to do hand pollination.

This pepper plant does not have any visible disease that I can tell, but I see leaves like these every day. I prune them in case it is a disease but I'm confused. Is there anything I can do to correct it? Thank you for your help.
This looks more like insect damage, a small beetle perhaps. Take a large piece of cardboard and shake the plant over it. If nothing falls out, carefully examine the interior and underside of leaves for insects or caterpillars. Young caterpillars are very small and often green, making them hard to see. Your plant seems very healthy and I would leave it alone since the damage is minor. Birds feed insects to their young; maybe nature will take care of your issue.
out any success. Can you help?
Do a Google search for seed supply company's. Also check Etsy and Ebay; they are often a great source for seeds and plants.
Some of my newly started pepper plants have some yellow leaves. Do I need to fertilize or just water more?
Yellow leaves are likely watering issue; too much or too little.
Make sure seedling soil mix is evenly moist and does not dry out.

Our peppers that were planted 3 weeks ago are starting to form fruit in Mid May. Should I crop them off?
If you planted 3 weeks ago new peppers forming are right on track.
