What are the white dots on my pepper leaves?

Question

I see some white powdery stuff on pepper leaves. I have tried to remove those leafes, but in a few days, some other leaves are affected.
It is only on the pepper plants in my garden.

It appears to be an early infestation of mealybugs, a sucking insect pest.
