My peppers are not growing. The leaves are yellow with brown spots. The leaves are falling off and the plants are not growing. Mostly the bell peppers. The jalapeƱo poppers don't seem to be affected yet.

cumber beetle. In every gardening website I can find there is only information on PREVENTING damage from pests, not RESCUING a garden from pests. Do crop covers work to protect maturing plants AFTER infestation has started? Is there any way to rejuvenate infected crops? Cucumber beetle seems to be the main culprit and I am already killing them as best as I can on a multi-daily basis. Is there anything else I can do to stop the spread of pest infection? Thank you.
Yes, there are plenty of remedies that you can use. Most can be crafted out of things that you already have around the house. This collection of articles will help: https://www.gardeningknowhow.com/special/organic
What do I put on my pepper plants that I believe have BLS to stop disease from spreading? What do I need to do to other plants n garden to prevent them from getting it?

After a storm there were a massive amount of little tiny insects crawling on the soil of my potted outdoor hot peppers plants. The insects were light in color. Going back out to check about 20 minutes later and could only find a couple, assuming they went underground. Is there a natural solution to eliminate them? Could not get a picture.
This does sound like mites. There are many ways to get rid of mites. Neem oil, hot pepper extract, chrysanthemum oil, and rosemary oil are some of my go-to's.

I have a few pepper plants that I planted later in the season but are producing peppers! However, the card shows the peppers as being red and orange, and mine are green, but HUGE! The biggest pepper is probably 5-6" long and maybe an inch - 1.5" diameter and seems to have stopped growing, but it's still green! Should I leave it to turn red/orange or pick it?
You can pick it now, but it may be a little on the bitter side. It will turn colors on its own, and you can pick it a little early if you intend to store it for a few days before using. It is always best to allow it to ripen for the best flavor, though.
What are the growths and how do I kill them?
They are mushrooms! This is due to the soil remaining wet for too long. This is likely because of the materials covering the soil. This paper should be tilled in, or removed prior to planting.
This soil should be allowed to dry out throughly. Although those mushrooms are not harm to your plants, they are a sign that there is a good bit of rotting material in the soil
This will be what is, also, causing bloom drop.
I would recommend removing the covering material from the soil and treating with dolomitic lime and wettable sulfur. This will kill off anything bad in the soil, as well as condition the pH and contribute calcium and magnesium.
