Q.My Peony Have Powdery Mildew On Green Leaves In Sept Is It Ok To Cut Them Down Now?

This would be Powdery Mildew. This fungus is quite widespread, and unavoidable. I would advise treating with the fungicide of your choice. These articles will help:
