Have a peach tree with large areas of oozing sap and looks like black-brown areas in center of oozing areas on trunk. Need to know what this may be and what to use to clear it up. Does produce OK but occasional fruit is not normal. Had it for several years. Tree is about 4 years old.
Your tree may have Peach tree borers.
Here is a link that has more information and how to deal with them.

I live in Plano (Dallas, Texas). I have a peach tree in my backyard, about 10 years old. I don't know how to take care of it. It gets lots of green peaches which never ripen. What should I do? Thank you.
A few things could cause this. First, it could be a chilling issue. If a peach tree gets just a little bit too little chilling in the winter, it will button the fruit, which means that it tries to grow them, but they will be deformed, stunted or fail to mature. Since no one really had a cold winter this year, it is likely that chilling could be a factor. Here is more info: https://www.gardeningknowhow.com/edible/fruits/peach/peach-chill-hours.htm
Another possibility is that there is a problem with pollination. If this is the case though, the tree will drop the fruit in late spring or early summer. If you suspect a pollination problem, these articles will help:

Finally, peach trees need to be pruned and thinned well to produce fruit. If your tree is at least 3 years old and it carries the small, immature fruit throughout the season, that may be your problem. This spring, temperatures got down to 27 degrees. Tree was budding out and it looks like it froze. Tree looks dormant or dead. Is this possible or will it come back to life?
As long as it is green below the bark, it will leaf out. I would give it a little additional time. This article will help determine if the tree is still dormant or dead: https://www.gardeningknowhow.com/plant-problems/environmental/how-to-tell-if-a-plant-is-dead-and-how-to-recover-an-almost-dead-plant.htm
The year before last my peach tree produced big delicious fruit. Last year lots of leaves but no fruit. The assumption is because of the long winter. Last fall I pruned my peach tree down to approximately 2 inches. Now this spring my tree has no leaves. I hope I did not hurt my tree. Will be very grateful for your advice. Thank you.
Most likely the long cold winter did effect the tree.
We have found numerous gardeners with winter damage and trees and plants that did not survive at all.
I'm concerned when you say you pruned your tree to 2 inches.
Did you mean 2 feet?
Did you prune your branches to this size?
This drastic of a pruning combined with the harsh winter may have been to much for your tree.

What is the proper time of the year to prune a peach tree? Thank you!
The best time of year to prune is in February, once the danger of frost has passed but before any fruit has begun budding/blooming.
We have 2 peach trees that are at least 5 or 6 years old. This year both trees are loaded with small green peaches but only 1 limb of one tree has ripening peaches and the rest don't seem to be growing. Wonder if you know what the problem could be?

My peaches never got bigger than a small golf ball and never ripened.
This sounds like a chilling issue. If a peach tree gets just a little bit too little chilling in the winter, it will button the fruit, which means that it tries to grow them, but they will be deformed and fail to mature. I would check that the variety is appropriate for your area in terms of chilling.
