    I recommend dormant spraying with a horticulural oil and copper fungicide. And then during fruit set start preventive treatments with a biological fungicide like this:

    Good soil fertility and water management will help the trees and fruit resist diseases and pests.

    It looks like your Peach Tree has bacterial leaf spot and cankers on the trunk.
    Peach Trees can be susceptible to these issues.

    I don't know what the low temps have been, and each cultivar will have a different temperature tolerance. Many of them will gladly keep their leaves through the cold periods if it doesn't get well below freezing.     Yes, this is perfectly normal. Many Prunus species start flowering in very early Spring. Enjoy the blooms!
