    If the fronds remain green, the palm should gradually recover and hold it fronds high.
    You can have an Arborist that specializes in palms inspect the planting.

    That palm looks healthy! There is no need for concern, as those are dried flowers falling. Many palms are self-cleaning like this. It seems as though it is in its proper environment, and seems rather healthy.     This definitely sounds like a fungal issue. Usually, wettable sulfur will keep this at bay, no matter the fungus type. I would recommend adding this to the are, along with some dolomitic lime. This should bring your tree back.

    This is a very interesting question, but I am stumped! Leafcutter bees, leafcutter ants, and others can cut leaves in regular patterns, and some birds use palm leaves in nests, but I can't find any that look like the cuts on these leaves. Perhaps a human cut the leaves to make a craft project?
