recently had a palm tree stump ground and have a lot of mulch as a result. Is it a good mulch for shrubs or crepe myrtles?
As long as the stump didn't have insects or disease it should be fine as mulch. It will decompose and add nutrients and improve the drainage.
My yucca lost its leaves so it cut it in half hoping to restart and the trunk inside was a “hairy” green. Is it done?

This is normal for palms. The roots grow from stem tissue rather than from larger roots. You may need to enlarge the ring around your tree. Here is more:

The photo didn't come through, but the popular parlor palm grown indoors has yellow flowers. Outdoors the windmill palm has yellow flowers in spring.

The palm on the left is what I wanted & has been in for 5 years. Palm on the right, only 6 months & massive. Roots are burrowing under pool equipment wall & into pump area. Spreading with thousands of small thread like tentacles. Very shallow but strong. Should I have it removed? Don’t want trouble later.
I see what appears to be a dwarf palmetto, and what may appear to be a standard on the other side. Some of them grow VERY large. Out of caution, I would have it replaced or just removed.

In zone 7 this will depend on the exact palm in questions. Some can survive with some help, while others will need to go inside for the winter. If you suspect that you have one that can be wrapped to survive, as can hardier palms, then this may be the way to go.
