    I would be unable to tell without a picture. If it were close enough, then the roots could have been disturbed to the point of death. A picture would give me a better idea of what is going on.

    You can for extra nitrogen. This will not be a full range nutrition program, though. There are many fertilizers specifically taylored to palms, however. This will be the most suitable feed for them.

    A white powdery substance on palm leaves can be the result of insect activity. Before spraying anything, it's important to identify the cause to ensure the treatment will be effective.     This will have to be done as needed. The easiest way to tell is to feel down into the soil to about 2 inches. If it is dry within this range, then you will want to water. How often will depend on how hot or humid it is, and many other environmental factors, so feeling for the correct water amount is the most reliable way.

    Can you include a photo? They can, often, recover depending on the severity of their damage. I would wait to do any pruning until after they start to recover, though.

    If this is the true Hawaiian Palm, then there are only 7 of these trees left in the wild, and are a HIGHLY protected species. Make sure of all local laws before acquiring this palm, and make sure that it is legal to do so in your area, and that you purchase your tree from a reliable source.
