A white powder on palm

Was I right cutting all leaves off as person said 2 do? is there a home spray I can use for the part at the top ( new growth)and trunk? I have dogs and don't want them 2 get poisoned.

A white powdery substance on palm leaves can be the result of insect activity. Before spraying anything, it's important to identify the cause to ensure the treatment will be effective.
