Dying plant

Question

Last autumn I had some fencing replaced. I have now found that the plant and Palm near the posts are dying, could the cement of done this? There is a huge amount at the base of the post.

I would be unable to tell without a picture. If it were close enough, then the roots could have been disturbed to the point of death. A picture would give me a better idea of what is going on.
