This is likely a manganese deficiency. This will cause what is called frizzle top, and eventually the death of the tree if not cared for. The solution is simple. MANGANESE sulfate. Not magnesium, but manganese sulfate.

This will correct the issue, and prevent the death of the tree. This article will help: https://www.gardeningknowhow.com/houseplants/palms/frizzle-top-on-palms.htm

This plant does best in full sun to partial shade. It does best in average to evenly moist conditions, but will not tolerate standing water.
This plant is not entirely hardy and can be damaged by cold, wind and wet weather. This can effect blooming.
    Add mulch for winter protection.

From the photos, I believe it is a variegated variety of "cabbage palm" (Cordyline australis), a NZ native and I understand a useful plant in Maori culture and an emergency food plant for early European settlers, hence the common name cabbage palm. But it's not a true palm.

Yes you can separate and plant the offshoots.

This is a Chinese Fan Palm. This looks like it could either be an overwatering issue, or a fungal issue, which can happen from overwatering.

I would be careful correcting this, as this method can damage your plant if it is used too heavily.

Use once part peroxide to three parts water and water this into the container. Make sure there are plenty of drainage holes to let out extra water, as you do not want any to stand in the bottom of the pot.

This will only need to be done once, or any other time that this happens.

This article will give you more information on the care of these: https://www.gardeningknowhow.com/houseplants/fan-palm/growing-fan-palm-indoors.htm

You must mean lemon "balm" not palm.

Yes you can propagate from cuttings, but maybe more dependable with seeds, or if you can divide a clump with some roots.
