    The bad smell is likely root rot, likely from overwatering.
    Unfortunately it may be a problem that will cause the death of the plant.

    From my research this appears to be a naturally occurring and is not damaging to the Palms.
    If you wish to remove them, you should be able to carefully lift the ferns from the palm.

    Your Palm may have been sunburned from the extreme sun and heat.

    If possible shade the plant from the harshest sun of the day. If the Palm is well established it likely is accustom to the water fall. Do not overwater.

    Mulching will help with moisture retention.

    You should not try to fertilize into health. You should only fertilize in the growing season with a Palm fertilizer.

    You can trim away lower branches that are aging or dead.

    Though there are a few diseases and fungus issues that are related to the Queen Palm I believe your palm is suffering from Termite damage.

    I would call in a professional to inspect the Palms.

    Palms like the Bismarck, can lose hold on the soil and become loose and floppy.
    The Bismarck quite often needs to be staked.

    A certified palm arborist may be needed to safely stake the palm, to avoid damage to the trunk.
    You can contact your local County Extension Office for recommendations.

    New fronds grow from the center out.
    You can trim lower fronds as they age and become discolored.
    If the new growth is dead, it may be that the trunk has died, this would cause all of the fronds to eventually turn brown and dry.
    If it is just the tips of the fronds, this can be due to excess heat, sunlight or not watering the entire root system throughly.

    If you see no new growth, your plant may have perished.
