im wondering why they didn't bloom this year. First time ever
For oriental poppies to perform at their peak, they require an extended winter chill.
Oriental poppies still require full sun and well-drained soil, but warm climates call for protection from intense midday rays. Heat and humidity also cause foliage and blossoms to struggle. Too much water, even in heat, can have a negative impact on flowering as well. Oriental poppies require only moderate water and thrive in xeriscapes.
Oriental poppy flowers often form without stalks. The buds and flowers remain partially or completely hidden among the large, coarsely cut foliage. Without closer inspection, you may miss poppy blooms as their flowering passes by unnoticed.

After the petals fall off and you are left with a big seed pod of the oriental poppy, when do you cut them off and what do you do with them. Can you dry them out and plant them for another time? Are they seed pods? Do you cut the plant back?
Yes you can dead head the spent bloom, by cutting the flower stem back near the plant crown. You can leave them on the plant to ripen to use for seeds later. Some people also leave the seed heads because they are unique. They can also be used for dry floral arrangements. Here's some articles that will help

My poppy comes up every year with three or four leaves. Then the leaves start dying off one my one, but also has new leaves coming on. Eventually the plant just dies out and never blooms. I planted it four years ago and it only bloomed once. What is wrong with my poppy?
It could be that you are outside of their natural hardiness zone. You may tro to sow some indoors, and see if you have different results. Here is an article about growing poppies: https://www.gardeningknowhow.com/ornamental/flowers/poppy/growing-poppy-flowers.htm
Plant after or before last frost in North Georgia? We have some below freezing weather but winters are generally not very bad. Don't know if I would call them mild but compared to northern areas, they are. Two or three snows each winter. Thanks.
It is best to plant them before the last frost, since cooler weather is though to help with their gerination. Here is more about growing Oriental poppies:

do deer eat oriental poppy flowers, if so how can I stop them.
Deer usually don't eat Oriental Poppy or other poppy flowers, unless they are starving. They tend to avoid them because of toxicity.
Are in our lawn how long after blooming is it safe to mow them off
If you wish them not to go to seed and make more poppies in your lawn, you can cut them back as soon as they are done flowering. Before they get a chance to form seed heads.
Have a small planting of oriental poppies which have been in the garden for 4 or 5 years. They start to grow in the spring and get to 6 to 8 inches tall and then turn yellow and die Last Year they lasted long enough to have 1 bloom. A couple of years ago, I thought they had totally died, but they have started to grow every year and the planting has grown bigger. Have tried several different times to grow poppies with no success. I remember my grandmother's garden with huge plantings of orange poppies
Poppies grow in soil with very low fertility, and will not tolerate heavy feeding. They are also drought tolerant, and not very tolerant of soggy soil. If this is the case, then they will die from being waterlogged, or infection.
