Storm broke most leaves from large hostas - will they regrow this summer
They will be replaced from the center of the plant, which will push the rest of the leaves outward, radially.
A few leaves here and there is nothing to worry about.

My hostas got severe damage from hail ; do I remove leaves; will they regrow?
Yes, your hosta should recover. You can prune out the worst of the leaves but I wouldn't remove all of them.

I have no images because rabbits have eaten all the plants.

what side of the hosta bulb do you plant?
If you can see eyes, or growing points, they face upwards. Plant just below the soil line. If you can see roots, they go downward. If you can't see either, plant it sideways and it will find its way. Here are some growing tips:

Not sure if this is from a late freeze in zone 7, not enough water, or does my plant have a fungus. What do I do about whatever is wrong with the leaves. Attaching pictures. My tools used for transplanting and dividing were brand new, so I don’t think I was spreading any disease.
It looks to be an infection from overwatering. Make sure to let the soil dry out thoroughly down to about an inch or just a little more. If there is any moisture at all down to that depth then watering will be a bad idea.
At this time, a fungicide will be in order. That paired with good watering practice, or in many cases not watering outside of what it gets from rain, will ensure a full recover. The disease is, not yet, incurable.

Can I cut the stalks off OR do I leave it alone? I did spray it with Deer Out
You can leave them until they die off and turn brown. Then it would be a good idea to cut them. Here is an article that will help you to care for Hostas:
