    It should be fine. You may find that there are many bulblets but they can be used just like garlic cloves.

    Yes, garlic is quite winter hardy, so you can leave it and harvest later.

    Once the threat of frost is gone, it should be ok to remove the mulch in spring.

    Use a phosphorus rich fertilizer (typically sold as "bloom booster" fertilizer) and fertilize them while the plants are green and growing You will want to stop fertilizing them after they begin to “bulb-up”.
