It says that if you use baking soda and horticultural oil it will change the pH on the leaf so the bugs won't survive. My question is, what pH would that be? I have a machine that can make different pH water and I can spray that if I know the number on the pH.
There is several sources of research written on the benefits and uses of this natural disease management method, though I have not been able to find any material that lists what the ph would be of such mixture.

I have these little black and red bugs that look like ladybugs on my palm trees. I don't know what they are or how to get rid of them.
This may be the Palmetto Weevil or Red Palm Weevil from your description.
These pests are known to do great damage to Palms and even cause the death of the trees.
The larvae burrow into the heart of the Palm, eating it and thus killing the Palm.
Insect traps and insecticide sprays can be used on these insects, these will help kill the beetles before they lay their eggs.
You may want to contact a Palm Tree specialist to apply a treatment.
Here are some links for you that will have more information and images to help you with identification.

I have a very large staghorn fern, it weighs more than 200 lbs. Some kind of stinging wasps or yellow jackets have nested in it. I sprayed two cans of wasp spray on it and it didn't seem to faze them. The nest is twice as large as the last time I was here. What can I do to get rid of them? This plant is over 35 years old and I gave it to my mother in a little 2-inch pot. My mother has since passed away so I truly do not want to kill the plant. Help??? Nakita Posey
Correctly identifying the insect is key to how to treat the infestation.
You should always use caution when dealing with stinging insects, even if you do not have allergies to them.
You may want to call in a professional if you don't feel you can safely remove the nest on your own.

I have an evergreen tree (not sure what type) and cats keep pooing and digging up the wood chips around it. If I was to replace the wood chip with stones, would this damage the tree?
I would recommend trying a repellent application to deter the cats.

Rock is not recommended to cover tree or shrub bases.
Rock heats up and then retains the heat. This can damage and even kill the roots.
