I have these Fuchsias (Display),4 of them and I use the right potting compost and give them fertiliser every 2 weeks. I do not see any buds appearing. Is it too early to expect new leaves (Mid-march) from the Fuchsia or is there something else that is going wrong. Really appreciate any help.
I am not familiar with your zone, but since your fuchsia lost its leaves, I'm hoping you have a hardy variety.
It needs 12 weeks of dormancy, so you may be a trifle soon. But if you experience frosts in your area and these plants are not hardy, you may have lost them. You can check by scraping off some of the bark on the stem and if it's green, it's still alive. If it's whitish or light tan, it has succombed.
They like light, but not too much sun, and a cooler area, especially as summer wears on.

Plant has flowered all summer now leaves falling off.
Unfortunately, this has many causes and is dependant on the specific cultivar. Usually, it can be attributed to cold weather, or sudden changes in its environment.

I've had this plant for 3 yrs, I've wintered it ok in the past but this year it seems dead. Will the plant revive from just the root system?
There's really no way to tell whether your fuchsia will spring back to life. You'll need to get it into some good soil, water and feed it and see if it has enough life left to regrow. This article may be the best for explaining some different reasons for fuchsias dying back - maybe it will help:

I have a fushia plant and I kept in in the basement all winter. Will it survive now if taken out ? Should I cut it down !
I would bring it up into the warmth and light of your house, but I just looked at your outdoor temperatures and it's still getting near freezing at night. Fuchsia is tropical and won't tolerate temperatures below 50 degrees F (10 C).
Keep it inside till night time temps are consistently above 50 degrees F. You can prune it back by 1/2 and keep it watered in a filtered light area.

Do I remove the pod that forms after the flower dies & turns brown? The pod looks like a ripe red berry eventually,
Yes, you can pinch off the spent bloom and the seedpod forming beneath it. Otherwise, energy will be spent forming seeds instead of flowers.
