Will fuchsia grow back from just the roots?

I’ve had this plant for 3 yrs, I’ve wintered it ok in the past but this year it seems dead. Will the plant revive from just the root system?

There's really no way to tell whether your fuchsia will spring back to life. You'll need to get it into some good soil, water and feed it and see if it has enough life left to regrow. This article may be the best for explaining some different reasons for fuchsias dying back - maybe it will help:
