What should the spacing of a mixture of different flowers that bloom at different times be? For example , if 12" space is required for Flower A, can Flower B which requires the same spacing be placed in between Flowers A? Or should the spacing be 12" for all , regardless of whether A or B?
If flowers A and B both need 12 inches of space between them, you can plant all with 12 inches between them. However, if A and B bloom at different times, it may be more pleasing to the eye to keep same variety of plants together, forming drifts.

It could be a rose, camellia, pomegranate, or any other number of flowers that resemble that one.
If I had to guess, I would say that the area is very overwatered, and infected. This will be especially true if the area does not have a chance to dry out down to 2 or 3 inches, very thoroughly, between watering.
I would, also, treat with a fungicide.

I've noticed that flowers are starting to develop and at the same time the top stems are starting to wilt and curl up. They have had plenty of rain and fertilizer.
You don't say what plant that you are referring to, but generally this sounds like a response to either overwatering or overfertilizing.
Disturbing the roots can cause this, as well as a drastic change in environment. Usually, if this is happening after fertilizing and watering, then this will be the cause.
We moved into a new house in December. Landscaping took a backseat to being ill for months. Will I see any results if I plant Zinnia, Black Eyed Susan, and Giant Columbine now, or should I just forget this year and wait for next spring?
I would wait until Spring. Summer is a bad time to plant any new plantings.
There are some thing that you can plant in Autumn in preparation for next year, though.

Roots not attached to anything stop flowers growing and soil hard
Roots can be hard to ID without good photos, or seeing them. Often, you can till the soil to loosen up some of the roots. Otherwise, you might try a raised bed. This will get around the root problem, altogether.
