    Dahlia flowers don't last a very long time, so old age is a good possibility, at least with the foliage looking good. You can look for thrips inside the flower buds.     I really cannot say for certain what may be affecting this plant, other than the soil/microclimate in that particular area. You may want to have the soil tested, or plant it in another location. Likewise, if it does fine in its pot, you could consider growing one in a container.     These are normally dug up after the first initial frost in your area and then stored indoors for winter.

    Dahlias can be left in the ground in zone 8 with some mulch protection. With the extreme cold this past winter that nearly the entire United States endured, it's possible your tubers may have suffered.
    Yes, the ground will need to warm to wake the tubers. They also will need moisture. Pull back your mulching and wait and see.
