Grass Problem

Question

I’m in Lahore, Pakistan and I want to know how to make my grass lush green and soft like carpet. Which fertilizer and process do I need for this? I also have a dahlia (double) plant with a rather small flower bud, when it should actually have big flower buds. Please guide me as to what to do.
