Each variety of crepe myrtle has it's own average height. (Kind of like each person will attain their own personal height. Once grown, you can't make a person or plant grow more.) Hopefully this article will help; https://www.gardeningknowhow.com/lawn-care/specific/st-augustine-grass/st-augustine-grass.htm

Crepe myrtles have exfoliating bark. I've never heard on one exfoliating to leave a bright yellow trunk. You might consider taking a sample to your local agricultural extension office for diagnosis and recommendations. The trunk will grow thinker with time. Is the plant in full sun? Some trees and shrubs are more brittle than others, Bradford pear is a prime example, but I haven't experienced limb loss with crepe myrtles. Have yyou had a storm with severe winds before or at the time of broken limb?

If the tree is putting up new shoots from the ground, it isn't dead., I don't know what the weird growth would be. If that continues, you may need to remove the limbs on which it is located. I would suggest taking a sample to your local agricultural extension office for identification and recommendations.

I would cut it down a lot & then graft another tree onto those stumps.
