Is it a fungus? If a fungus, what do I need to do to get rid of it?

Crepe myrtles have exfoliating bark. I've never heard on one exfoliating to leave a bright yellow trunk. You might consider taking a sample to your local agricultural extension office for diagnosis and recommendations.
