I bought 6 coleus plants for a shade balcony container. Two are fine. Four are drooping. My first inclination is to water more but the soil feels damp and two of the plants are healthy looking. Four are not.
They prefer moist soil but not saturated. Try cutting back a bit and see if that helps. Here is more:

I have my flowers in a pot should I plant it in the ground if so how much sun do they need?
Unfortunately, your photos did not come through. I am unable to assess the damage. Scaredy Cat Plants are normally full sun tolerant. There may be something else going on, here.

Not in direct sunlight.
Here are tips for growing coleus and reasons why leaves turn yellow. One of the top reasons is over or under watering.

Hi just starting out with gardening and have a two beautiful coleus that I planted in my front yard, but now I’m worried because I can’t take anything indoors because I have multiple pets. It’s here in Connecticut so you know the north east get some brutal winters, I just need to know what I should do with them before the frost comes should I cut them back like you do a regular hosta?
Coleus won't survive outdoors during the winter. To keep them, most people take a cutting and propagate it indoors for the winter. Do you have a room where you can shut the door to prevent cats from nibbling? Or, do you have a spot in the garage that doesn't get below 40 degrees?

My coleus trusty rusty has grow huge can I replant it now as I want to put it near the back of my plants
Yes, you can replant it now. When looking up the average weather for your area, i see that it gets close to freezing in December and January. Coleus cannot take a freeze so I wonder if you always grow it, and it survives all through the winter. If you haven't grown it before, it would be better to pot it up and bring it inside for the winter.

I had my coleus outside in a flowerpot it grew lovely. I transplanted it inside and it doesn't look so good. What can I do to revive it
They need a lot of light to do well indoors. If you don't have a south or east window, try adding a grow light and see if that helps. Also, let the soil dry a bit between waterings. This article should help:

Not usually. Aphids can cause residue on plants, however.
