it is a cat repellent
That is just an old wives tale. There is no proof the plants repel any animal. However, they do have a foul odor, especially when brushing up against the plant.
It is a perennial herb in the mint family. I would check with a local nursery and see if they carry it or know where to get it. I did an online search and came up with some individual sellers which I don't know that I would trust.

Can I grow coleus in full west afternoon sun in zone 8?
You may find that they have some trouble, since they will prefer a bit of shade during the afternoon, But if they get shade for the rest of the day, it may tolerate it just fine. Here is an article that will help:

Aphids probably but they were too tiny to tell for sure. Aphids are another problem when it comes to the coleus plant. You can treat these insects by spraying them with water and then wiping off the plant. Another option is to spray the plants with an insecticide. Next year, apply pest counter measures before bringing the pots inside.
I'm planning to give 8 varieties of coleus to my friend. she will going to receive it for less than 24 hrs. Will the cuttings survive?
I would at least wrap the cut ends in wet paper towels. Otherwise, it will wilt terribly and may not recover.
My scaredy cat plant has gone black over the winter I assume it’s dead .
Scaredy cat plant is only hardy in frost-free areas. If winters are mild, it may come back from the roots if the plant is mulched well before cold weather sets in. So, if you have had a mild winter so far, you might cut it to the ground in spring after the danger of frost has passed, and see if it returns.
