If you are getting flowers but no fruit, really the only issue is pollination. Because of the high heat in much of the country this season, this can sometimes make pollinators a little lazier than they should be. Therefore, you may need to hand pollinate to make up for it. This article will help with that: https://www.gardeningknowhow.com/edible/vegetables/tomato/pollinate-tomatoes.htm

While it is true that growing plants can be quite scientific, there are too many variables to give a 'real' answer. Differences between temperatures, fertilizer, moisture, light, soil, varieties, and the list goes on and on, make it impossible to answer your question.

It really depends on the plant, but the general rule of thumb is 4-6 weeks before your last frost date. In your area, it should getting close to planting time, especially if starting seeds indoors.
