    This appears to be an older tree, and has what looks like an infection. It appears to have had this for a very long time. There would be no suitable treatment for this. It will be the eventual death of the tree.

    Apricot trees do need a deep watering early in the spring, when the soil has warmed but before budding.
    You should have a damm of soil around the canopy of the tree; 5 inches high.
    Fill the area with 4 inches of water and allow to drain in.
    The water should soak in within an hours time.
    Do this once a week. Do not overwater.

    It sounds like a fungal infection. Often in older trees, this will lead to the eventual death of it. You can prolong this by adding dolomitic lime and wettable sulfur. This will help the tree to stay healthy for a little longer.

    This can be anything from pests to fungal infections. Treat every spring with wettable sulfur or a copper fungicide. Once it is in the tree, you will just have to treat for symptoms at the start of each year. This is usually incurable.     Those things would, definitely, match the symptoms that you are seeing. You will want to compost manure very well before using. This will cause the plant to burn a little. Add dolomitic lime to raise the pH some, and counteract some of the manure.

    Now, as for the leaf curl. This is a sign that it is being well overwatered. They will curl up to help it to release moisture faster. You should only have to water with the first 2 inches of soil are almost completely dry. This will help keep it from being overwatered, and keep it from getting a soil infection.
