Was it pruned back hard in spring? Sometimes that makes a difference as to the speed of blooming. Did you repot? Is the container only slightly larger? Hibiscus flowers better when it has a cozy fit in container. It also prefers full sun.

I wintered the tree inside. Pruned it in the fall. Out on my deck all spring and summer only one flower bloomed. Leaves are beautiful and it is full.
Our experts say it likely needs some fertilizer, especially phosphorus which helps with blooming. Use a "bloom booster" fertilizer or add some bone meal to the soil to help add some phosphorus. You also may need to do some pruning.

The tropical hibiscus cannot tolerate a freeze, so in your climate, it is treated as an annual or brought inside for the winter.
If you wanted to grow the hardy hibiscus, which is perennial, you could leave it in the ground over winter and it will come back in late spring.

I have tried keeping it moist and also dry but it doesn't seem to matter what I do. we stay in Ayrshire.

I know it's some insect, my leaves and flowers are growing deformed. I do use neem oil, but cant seem to keep under control. Also not flowering, zone 10b

If you've over-fertilized it, that would account for the lack of blooms.
