My plant is a bunch of sticks now,I think it froze in the winter. Is there a way to being it back or it done.
Looks to be a Hibiscus. It could be that they were not a hardy variety, or a tropical variety. If this is the case, and it froze, then it is done. You can check by cutting back all dead growth, and if there is any green or living material, then it is still alive. If not, then it is dead. It doesn't look too good, though. It should be showing signs of life at this point.

These articles should help. You also can scarify the seedcoat with a file and soak for an hour prior to planting after all danger of frost in the spring. Or you can start them inside a few weeks before the last frost. To store them over winter, keep them dry in a cool, dry place or the refrigerator.

This is a 30 year old garden plant that is not looking great ... I’m not a gardener and have not touched the plant at all but have watched it deteriorate slowly... would love to get it healthy again or at least know what the correct course of action should be.
These shrubs need, almost, constant care! Pruning will be done in the Spring, and feeding will be done a few times per year to keep them looking their best.

You can plant hardy hibiscus in spring or fall. If planting in fall, make sure you do it well ahead of the first freeze so the plant has time to get established.
