This will depend on how cold the temperatures will go and the length of the time the plants will be exposed.
Brief temperatures below zero are not generally an issue.
When in doubt, I would always cover with a light sheet to avoid the stress or the risk of losing a new planting.
Remove the covering as soon as the temperatures warm during the day.
More established plants are generally less likely to have issues with light frosts.

I have been scraping off the scale as I see it and have also begun treatment with your website's advice. Is scraping doing any good or not? Is this an internal problem with the plant?
A problem did not exist in your plant prior to it being infested with scale. Once the scale is eradicated, your plant will be on the road to recovery because the source of its problem (the scale) will be gone. So, all your efforts are not for naught!
I have one regular and two Encore azaleas. They put out many buds and a few (very few) blossoms, but the majority of the buds just dry up.
This happens most often due to cold damage. It does not get cold enough to
hurt the plant, but the buds are far more susceptible to cold weather,
particularly if you get a cold snap close to when they open.
For next year, you may want to take steps to protect that plants from wind
during the winter (typically done with a burlap wrap) and also cover the
plants with cloth sheets if you expect late season frost.
Many branches have died. I have a greenish gray scaly something on the bark. I also noticed it on some of our trees. I bought an oil fungicide last year but only sprayed it once. Is this killing my plants? And what is the solution?
I'm sorry your Azalea is being attacked! It sounds like it could be Azalea Bark Scale but you may have to compare some pictures to be sure.

This is my first spring for my azalea bush. It looks healthy and is alive, tons of buds but when will they open and bloom, has morning sun till about 11 a.m. Should I be watering additional? Any pointers? It is about 3 ft. tall and a nice circumference of 3 ft. around. Thank you.
Azaleas have shallow roots and prefer a moist, well draining soil.
About an inch of rainfall per week is perfect for your plant, and you can water to supplement this.
Watering may need to be adjusted when the temperatures are warmer or even wind conditions.
A layer of hardwood mulch will help with moisture retention, but keep the mulch from touching the base of the plant.

The blooms look more like Azaleas than Rhododendron, and the leaves look right for Azaleas as well, but the bloom in your photo isn't a perfect match for Azalea, so it's hard to tell.
