My outdoor yucca plant is over 15 years old. This spring it does not look good. It's turning brown and looks like it's dying. We had a drought in March this year, no snow or rain [Pennsylvania]. It has no new shoots or flowers. What can I do for it?
Yucca plants rarely suffer from any problems and it seems you have had it for quite some time. It is definitely not due to overwatering, but what about too little? If it's been some time since your area has had 'natural' water then you may want to give it a drink. Also, cut away the brown foliage (carefully-they're sharp) in the event it is disease related, which will help prevent it from spreading.
Am I suppose to, or can I take the dead looking leaf things off the trunk? I guess it is pretty obvious I know nothing.
This article will help with that:

I have some yuccas. What kind of fertilizer do I use? Some of them look a bit yellow in the leaves and have black/brown marks on the leaves as well.
Use a fertilizer with micro-nutrients. This article will help:

I live in New Jersey and have a large yucca plant outdoors that is about seven years old. It is part of our pool landscaping. It has full sun exposure. Each year I prune the dead leaves. This year I have noticed a swarm of small black and red bugs on the leaves. I have tried spraying with a garlic spray with little success. What can I do to eradicate this pest problem?
It may be aphids or scale. I would treat the plant with neem oil. It is effective against most damaging pests and is safe for people and animals. Here are some articles that will help you:

Our native Yuccas have started growing out yellow at the tops. They all are doing this. Other than that they seem healthy. There are some weird tiny bugs on them that run around the stalk of the plants. We have these planted in a fairly dry area of northwest Texas, outside Gordon to be exact. They have been planted for approximately 3-4 years now and have just started this yellowing. Should we fertilize?
Fertilizing might help, but typically yuccas don't need a lot of fertilizer. It may be pest damage or over watering. I would treat the plants with neem oil to get rid of the pests and check the soil around them to make sure that it is not too soggy. If you have gotten a lot of rain lately, this could also cause this.
My yuccas have quite a few leaves that have turned yellow or are yellow at the tips. Any idea what could be causing this?
If they are indoors, it is most likely over watering. If they are outdoors, it is most likely a lack of nutrients.
I have 2 beautiful yucca plants in my garden. They have been there for years. This year neither of them flowered. Is there something I can do to help them flower for next year? Also, how do you propagate a yuuca plant?
Though they are known to skip years now and then, adding phosphorus, like bone meal, to the soil will help encourage blooming. This article will help with propagation: https://www.gardeningknowhow.com/ornamental/foliage/yucca/propagation-of-yucca-plant.htm
