Q.Bugs on Yucca Plant

I live in New Jersey and have a large yucca plant outdoors that is about seven years old. It is part of our pool landscaping. It has full sun exposure. Each year I prune the dead leaves. This year I have noticed a swarm of small black and red bugs on the leaves. I have tried spraying with a garlic spray with little success. What can I do to eradicate this pest problem?

It may be aphids or scale. I would treat the plant with neem oil. It is effective against most damaging pests and is safe for people and animals. Here are some articles that will help you:
