Vine is over 50 years old
That is a very old specimen! Even with perfect care, this is quite the achievement! Some can live just a little longer, but this is likely the beginning of the end for the vine.

I live in the East SF Bay area and have a very healthy Wisteria, probably sinensis. I have noticed many of the entire compound leaves wiggling back and forth. I have gently stopped them, and they start wiggling again after I let go. It's clearly not the wind. I am a UC Master Gardener volunteer and cannot find an answer despite extensive research!
I am guessing you have ruled out caterpillars of the silver spotted skipper? They roll up inside the leaves and may not be visible. I have seen those rolled up leaves on my wisteria but can't say that I've noticed the leaves wiggling. It could be another insect.

Next door neighbour growing wisteria against septic tank and wall and it’s growing up under our house roof and going down septic tank flue… We are at our wits end being bullied by our neighbours, we are two elderly sisters and very peaceful and respectful ladies. Please can you advise us.
I would think your neighbors would be happy to prune the wisteria to prevent its clogging the flue. Is this a rental situation where you can report it to the landlord? Wisteria can get very aggressive and the landlord may want the plant removed entirely. At the very least, the neighbor or the landlord should prune the wisteria twice a year to keep it under control. If it is your personal property that is being invaded by the plant, you can prune it yourself. Here is more:

None of the wisterias grow into a tree shape unless it has been trained that way. You can buy wisterias grafted onto a standard tree, which may be what you have. The leaves in the photo look a lot like wisteria but it produces long seed pods. If it is grafted, it is possible the rootstalk (standard tree) is growing and producing the round seed pods. Are you getting wisteria blooms in the spring?
The closest tree I am finding is a type of hickory. There are several native to Illinois if it just grew on its own.
