No, pollination will have nothing to do with blooming. This will only affect seed production.
This article will help you to get them to bloom:

Is there anything I can do to sterilize the soil so that I can plant another snowball there? This bush has been beautiful and healthy. But we’ve had continuous rain and it succumbed. I will miss it.
You can kill many disease organisms by solarization. That takes from 4 to 6 weeks. Then you should be ready for fall planting.
Here are two articles that should help.

I do have semi wet soil also. We are using these bushes as a fence line.
It's probably due to the wet soil. Is that a permanent situation? It also just could be the color of new growth, which will turn darker green as it matures.

I have several Popcorn Viburnum plants I recently planted. Suddenly the leaves are drooping. Is this from over watering?
That is, certainly, a common cause!
Here is an article that will help you to know what kind of care these shrubs require:

This year I've had far fewer flowers on doublefile vib. and kousa dogwood than I've had in past years. I have noticed more watersprouts (I'm not diligent about removing them.) Can that be the reason for fewer flowers? Otherwise trees look healthy.
Did you have a dry summer last year? Inadequate water can affect a dogwood's bloom. Also, if planted in the lawn, too much nitrogen from grass fertilizers will affect flowering. Too much nitrogen will affect your viburnum, too, as will improper pruning.

I also have an old, scraggly one --- can I prune it, or take cuttings from it... Also should I repot it first and see if that helps? Thanks, Connie Almond

My viburnum tree came into leaf after it had winter flowered, now all the leaves are falling off and they are covered in autumn coloured circles (see photo) could you tell me what’s wrong, the tree is 25ft tall so I can’t see if there are any insects...but I would hate to lose it...I hope you can help
It looks like your tree may have a fungus or anthracnose. I'm sending you links to two different articles that should help you deal with your viburnum leaf problem. One is from our website, and the other is from Clemson University's extension service:
