You can discard your tulip now. They generally do not return in warm climates so there is no need to plant it. They are treated as annuals in all but the coldest climates.

If your friend's bulbs are a hybrid, the flowers from the seeds won't look exactly like the original. To grow the seeds, they need rich, well-drained soil in full sun. The seeds need at least 7 weeks of cold stratification, either in the refrigerator or outside.
It can take several years for a seed to bloom. It would be better just to plant bulbs.
I am not a gardener, but I love plants. I purchased a Siam Tulip in May, it had 5 beautiful blooms. I transplanted it to a bigger pot, and over the last months it has had up to 15 blooms. Now the plant has doubled in size and the foliage is beautiful still but blooming is slowing down. I really don't have a place in my yard to plant it. I have been told to cut it way back, or to leave it in the garage and stop watering and let it go dormant. I really know nothing about bulbs and rhizomes and such, What should I do now. I love the plant and hope it will come back next year. I live in Georgia.

They should be ok, but just in case, be prepared to lose some of them. Not that it will happen, but it could.

If the warmest weather is past, it is not too early. You just don't want your tulips sprouting before spring.
