    This would be a 10-10-10 or 20-20-20 NPK formulation.
    This should be very easy to locate at any garden center or big box stores garden department.

    There are many ways, organic and not, that you can control scale bugs. Neem oil is always a good choice, if you are concerned with how the plant will react to treatment, as it is very gentle on plants.

    The value will vary depending on where you live. Plus, if this plant has been recently dug up, it may not survive so that would also play a factor in how valuable it would be. Larger plants have a harder time surviving a move, so it might be best to wait until the plant has recovered from the transplant shock to consider selling it.

    I would recommend contacting a local nursery or extension service to see how much they feel the value is for this plant in your area.
